
The one-child policy has worked somewhat in cities. Part of this is because in the city, children aren't useful until they turn 16 and can get a job. Housing is difficult to find in the cities, so the one-child certificate's housing priority factor is extremely helpful. Lastly, children aren't needed for the parents' retirement since parents who are involved in a state company receive retirement pensions and do not need their children to support them.
In the country, it has been less successful. There, children are needed to work in the fields. Also, parents need children to support them when they are older.
